Scheduale: Take away Indy, there are 22 tracks. Each would get one date then (since NASCAR has always stated the schedule is on their whim) these tracks would get 2 dates. Daytona, Martinsville, Darlington, Kansas, Richmond and PIR. Now I would lay it out as follows.

So 32 races. I'd also give the tracks a stern message "put butts in the seats or lose your dates." Notice no All-Star race? yeah i'd get rid of it and do something with that slot. I'd also be willing too add another road course. The season should be done before or in October. And i'd do away with the 5 year contracts they have now. Dates will be kept as long as the stands are full.
Testing: Yeah i'd allow testing. Since their isn't an All-Star race i'd use that week for testing. Each team from Monday too when CMS opens for practice on Thursday for the 600. but they must give ample notice of where they are going and the track must host a NASCAR sanctioned race. Each team can test for as long as they want too.
TV Coverage: I'd demand for better coverage (one of the few things that the fans complain about it actually worth complaining about) If they give me the run around, i'd would create my own TV channel. I'd hire the best of the best and run it like old school NASCAR coverage of the 80's and 90's. FOX, NBC would still cover the races but i'd give the fans alternative.
Rules and Processes: I'd give the teams room too maneuver but I will set limits on the maneuvering. And if they go out side what I give them, it will hurt... a lot. And the whole garage area will be under a "collective punishment" policy. If 3 teams get busted for doing the same thing the punishment will be increased each time. So one team will get the 1x punishment, the next will get a 2x punishment and the 3rd will be 3x punishment. The holy trinity (Engine, Tires and Fuel) are untouchable areas. It does not matter how small the infraction, it is automatic termination period. And if we should ever find something that isn't illegal but we don't like. We will take and show it everyone (NASCAR does this already and I like it).
I'd also do away with the Commitment Cone, Restart Zone and Yellow Line rule. Less calls i'd have too make the better. I'd also hire more officals for looking for those "mysterious debris cautions." Also after every race their will be a press conference, showing any (if any) debris that would warrant a caution.
Cost-saving: Teams would only be allowed too build 6 bodies, engines and chassis for the season (V8 Super cars has a similar system). Each will certified by NASCAR for use. I'd also get rid all of the 7 post shaker rigs and LIS systems (and other things) at the teams race shop. Since the rule book would be more open they wouldn't need all that stuff. And teams can only bring one car too the race track but can bring an extra engine the other pieces need too make the car go and make it safe too race. However what engine they use in practice must be used the entire race weekend. And what car you bring is what car you race with. The damage policy will also stay but change it. Clock starts when the car enters your pit and it stops when the cars leaves.
Tech Inspection and Penalties: Teams will only get ONE chance too get through tech. They fail the following punishments are:
1. Pre and Post practice: Losing 2 sets of tires. Do it 3 times you don't practice for the rest of the season
2. Pre Quing: Lose of Quing spot and starting dead last: Doing it 3 times you start dead last and 3 laps down.
3. Post Quing: Start dead last and start 3 laps down too the rest of the field. Doing it 3 times you don't race.
4: Pre-race: Start dead last and 3 laps down. Do it 3 times you miss a race. Keep doing it the more races you will miss.
5: Post-race: Lose of all points and money. Keep the trophy and stats but the win doesn't help you.
Points and money penalties would standard: 25 points and half of the prize money for any infraction found. "Collective Punishment" policy applies here too. So the next team bust would get 50 points and all of the prize money taken. So on down the list. Also all cars would be impounded under lock and key after practice and Quing. If the cars are found too be tampered with in any way, automatic termination.
RTA, Driver Council and Fan Council: I'd first tell Rob Kauffman too sod off and tell the team owners that "if you want too speak too me, then talk. Don't go through someone else." The Driver Council can stay but i'd like for discussions too happen between 2 veteran drivers and 2 rookie drivers. The Fan Council would cease too exist. Fans should NEVER have a voice because most are incapable of having a single view on anything.
On-track product, Championship system and heat races: I wouldn't touch the racing, it is as good as it ever has been. The championship system would be changed too most wins of the whole season (though I would keep the original Chase for the purposes of this blog) A driver can miss 3 races with injury or illness (never know). After that a drvier isn't eligible for the championship. I would keep heat races but do it vastly differently. Split the field in half composing of two race of 25% race distance. Top 10 advance while earning points. The "A-main" is 50% of the race distance (race is 400 laps. Both heats are 100 laps each and the "A-main" would be 200 laps). Fans get 3 races over 2 days.
Field Size, Provisionals, Charters and Rain out Policy: Field size would be 42 cars. More the better. Each team gets 3 provisionals for the year. If their speed doesn't make it then they use a provisional too get in. Once they are gone then that team misses the show. And having a Charter doesn't guarantee you a spot in the field. It is just a piece of paper showing much your stuff is worth. The Rain out Policy is as such that once the 1st round of Quing is done, the field is set. Fastest 42 cars get in. Also if a race starts on Saturday then the latest NASCAR would stay at a track is Monday. For a Sunday race the latest is Tuesday. Unless is going too be delayed then the race would be moved (NASCAR has done this before, once moved a Talladega race back by 2 weeks).
Cups guys in the minor leagues: It isn't a driver problem, it is a sponser problem. I ban Cup drivers (which is what fans want) sponsers leave, minor leagues go away. So I give teams owners one car that Cup driver/s can use. It earns no points, no money and it isn't even scored. It is a driving bill board for sponsers too get their exposure and that is all.
"Boys have at it" and Celebrations: 4 ways i'd handled it
1. Payback at race speeds: Allowed but you take other with you (or hurt the person). Parked for the next race.
2. Payback under caution: Allowed but take others with you parked and lose of 25 points
3. Payback on the cool down lap: Same as above
4. On pit road: As long as cars aren't involved nothing will happen. Why should I fine you if you humiliate yourself on National TV?
You can do burnouts and what not but if the car tires are garbage afterword then I will suspect your hiding something. The tires MUST remain intact. If not then the car will be taken back too the R&D center, torn apart and then brought back too said team in pieces. Have a nice day.
Lucky Dog, Wave Around and Restarts: The Lucky Dog would be done away with but the Wave Around would stay. In terms of restarts it is the flag man that has control. When the green hanky waves green mean go, you don't go that is on you. Double file restarts stay but it doesn't matter if 2nd place beats first place too the line. And drivers can switch lanes when the race is restarted.
Other things: I'd also bring back Bias Ply tires. Tires that would last a whole race but if abused they are junk. Teams have a limited set for the race weekend. the limit is how badly the race track wears out tires.
There would also be a univerisal race distance, 400 miles or 400 laps, minus short tracks, road courses (those will be timed) and the Daytona 500 and World 600.
Any auto manufacture can enter, as long as they build a performance car. And can submit plans 2 years in advance too have a car ready.
